Mandatory Deliverables & Administrative Windows
To maintain compliance with municipal bylaws and avoid costly stop-work orders, the following deliverables and timelines must be strictly managed:
- Permit Application Window: Submit the Road Occupancy Permit (ROP) application to the municipal authority a minimum of 10 to 15 business days prior to scheduled mobilization.
- Traffic Control Plan (TCP): Deliver a site-specific TCP compliant with Ontario Traffic Manual (OTM) Book 7 at least 10 business days before work begins.
- Certificate of Insurance (COI): Provide a COI demonstrating a minimum of $5,000,000 in Commercial General Liability (CGL), naming the respective municipality as an additional insured.
- Utility Locates: Secure active Ontario One Call locate tickets on-site; tickets must be refreshed every 60 days or as required by local regulations.

Ontario Regulatory Compliance Notes
Contractors operating under Municipal Right-of-Way Permit Requirements must align their project management, estimating, and contract administration with the Ontario Construction Act. Because municipal restoration obligations directly impact project closeout and payment security, the following statutory rules govern all contracts, invoices, and holdback releases:
- Invoices are legally deemed proper unless the owner gives a formal written notice of deficiency within 7 days after receiving the invoice. Missing the 7-day notice window forfeits the right to dispute invoice form or structure and starts the 28-day prompt-payment timeline.
- For contracts extending beyond one year, owners must publish a Notice of Annual Release of Holdback (Form 6) on an electronic construction trade news website within 14 days after each contract anniversary. Form/Sign-off Requirements
- Permit Verification: Project Manager must sign and date the checklist confirming that the physical municipal permit is printed and displayed on-site.
- Daily Book 7 Inspection: Site Superintendent must initial daily logs confirming that traffic control layouts match the approved Traffic Control Plan.
- Subcontractor Acknowledgement: Subcontractors executing reinstatement must sign off on municipal backfill and compaction specifications prior to pouring asphalt or concrete.
- Change-Order Alignment: Any municipal field-directed changes to the permit scope must be signed off by the Owner's Representative before executing the modified work.
- Record Retention: Retain this signed checklist, along with compaction test results and municipal sign-off certificates, for a minimum of 7 years to defend against latent defect claims.
